　　鹰岩镇的一家烟草公司在广告公司的策划下想出了一个奇特的宣传活动，全城的烟民只要有一个人能在三十六天内不抽一根烟，就可以获得两千五百万美元的奖金。而镇上的布鲁克斯牧师觉得这是一个劝导大家戒烟的大好机会，于是说服镇长和小镇全体居民参加这场一个月禁止吸烟的竞赛。但烟草商们当然不愿意他们成功地实施这个计划。所以他们千方百计地设法让他们破戒抽烟。小镇的居民们相互合作，争取成功，而烟草公司派出的奸细也渗透进了小镇的各个角落。谁才能在这样的竞赛中成为最后的赢家呢？
